What the NCF evidence actually says beyond alphabet sounds

NCF-FS identifies phonological awareness and print concepts as important foundations for decoding. It then defines **decoding** as deciphering written words through the relationship between symbols and corresponding sounds, including individual letters **and letter combinations**, and blending those sounds together to read the whole word.

Its section on decoding instruction is even more specific. It calls for explicit instruction in letter–sound relationships, word decoding and spelling through **segmenting and blending**. For English, it states that phonics instruction should pay attention to **specific letter combinations that represent sounds in English rather than a sequential introduction of the alphabet**.

That sentence is especially important for schools. It means that “we finished the alphabet” is not a defensible endpoint for early reading instruction. 1. Retrieve — make letter–sound knowledge usable inside words

A child may produce a sound successfully from a familiar flashcard yet hesitate when the same grapheme appears in the middle of a word. Schools should therefore move beyond alphabet-order recall and check whether taught correspondences can be retrieved **out of sequence, in mixed sets and inside words**.

A child may complete a page of **sh** words successfully because every item announces the target. That is useful focused practice, but it does not show whether **sh** remains available when it appears among previously taught vowel patterns, consonants and other digraphs.

For independent early practice, the text should be decodable enough for the child to apply the intended code rather than rely primarily on pictures, memorised sentences or adult rescue. 7. Transfer — check fresh words so memorisation cannot hide the gap

Repeated word lists can make children look more secure than they are. A stronger question is whether the child can use the same taught knowledge in a **fresh, appropriately constructed word** that was not part of the rehearsal set.

Fresh transfer does not mean surprising children with untaught code. It means changing the word while keeping the required knowledge within what has already been taught. 8. Become fluent — accurate decoding must increasingly become efficient enough to support meaning

NCF-FS describes fluent reading as accurate, automatic word recognition with expression. IES likewise links word reading with connected-text practice and fluency. Five false signals that can make a school think reading is stronger than it is

1. The child can recite A–Z sounds in order

Alphabet-sequence recall may coexist with weak retrieval inside words. Mix the graphemes and then check application in print.

2. The child reads the weekly word list perfectly

That may reflect genuine decoding, repeated exposure or both. Add a few fresh words built from the same taught code before concluding that the pattern has transferred.

3. The child finishes a worksheet accurately

Worksheets can support practice, but highly repetitive formats may reveal the answer pattern. Follow focused practice with mixed application.

4. The child can “read” a familiar book from memory

Enjoying and remembering books is positive. But memorised recitation does not isolate word-decoding skill. Include unfamiliar but appropriately matched print when assessing transfer.

5. The child gets the word from a picture or the first letter

Pictures and context support meaning, but they should not replace attention to the full spelling when identifying an unfamiliar word. For decoding, return the child to the complete printed sequence first; use context afterward to confirm meaning.

What a school should teach next when children know sounds but cannot blend

Do not respond by adding ten more letter sounds. First identify whether the bottleneck is **oral blending, printed blending, sound retrieval or attention to the complete word**.
